The Target coupon is a manufacturer coupon (and rings up as such). It has the Target logo, but does not state that it must be redeemed at Target. The Harvey's coupon is a competitor Q. They should take both stacked.

I guess I didn't understand your question. Technically, Harvey's coupons state limit 1 print and 1 per transaction, making you not able to use 2 Harvey's Q's in one transaction. Plus, Publix does not allow overage with coupons.
